The city is in an uproar. Sirens in the streets. A terrorist bombing. The terrorists had bragged of two. Can the second detonation be prevented?  

Inspector von Meuffels is on the scene. He and his assistant Anna Burnhauser were on the trail of the perpetrator but were unable to arrest him. Amongst the ruins is a young Iranian witness who is pinned under a block of concrete and, according to the doctor at the scene, is going to die. The witness insists there was a second man who escaped. After realizing that the man is not a victim but one of the perpetrators, von Meuffels stays with the dying witness and tries to find out how he can prevent the second detonation. The dying man engages him in a discussion about values. He knows he is command of the situation. Von Meuffels has no choice but to play along but time is running out...
