A young woman robs a bank with a bomb around her neck. The police head her off outside the bank with a suitcase full of money. Inspector Papen wants to talk to her. But just then the bomb goes off, killing both of them. Amid the confusion of the tragedy, the case of money disappears. The trail leads to the suburbs, where the homeowners have been ripped off by banks and unscrupulous investors. Detective Steiger, officially on leave after her colleague's death, goes undercover to investigate among the housing development - and meets the last surviving original Bavarian jester...
